The Research Center for Information Science Methodology (RCISM) mainly works on the theoretical and methodological study of scientometrics and information science. It takes care of the dayto-day operations of China Society for Scientifi c and Technical Information (CSSTI), The Association of the Management of Scientifi c and Technical Achievement of China (AMSTAC), and China Consulting Association. CSSTI publishes two journals-- “Journal of the China Society for Scientifi c and Technical Information” and “PopSoft”. The Center is designed with a range of al divisions, including scientometrics lab, information science division, CSSTI offi ce, AMSTAC offi ce, and journal publishing office.
RCISM enjoys a capable staff team made up of more than 20 people. Of them, 5 people possess senior professional titles, and 12 others associate senior professional titles. 5 staff members are doctoral degree holders (4 of them have post-doctoral research experience). RCISM has 3 post-doctoral tutors and 4 master’s tutors. The Center enrolls 5-6 master’s degree graduate students and 3-4 post-doctoral researchers on an annual basis.
RCISM enjoys a laudable strength for research activities. It has been working on Chinese S&T paper statistics and analysis, starting from 1987. The 20-odd-year efforts has led to the establishment of a range of fact based databases, including Chinese S&T papers and citations database. The statistical results derived from the databases have been extensively employed by S&T authorities and academic communities as an evidence for S&T management decision making. RCISM embarked on Chinese S&T journal evaluation and study in 1987, and started to publish the annual Chinese S&T journal citation report in 1997, which provides objective and fair evidence to S&T authorities, journal publishers, and S&T personnel, allowing them to have a better knowledge of the impacts generated by the journals. The Center launched in 2008 an initiative to work on the theory, methodology, and application of industrial competitive intelligence. Financed by the National Natural Science Foundation of China and the National Social Science Foundation, RCISM has produced a competitive intelligence report for wind energy industry, providing evidence for the decision making and development of the industry.
During the 11th five-year plan period, RCISM published 180 papers in major domestic and international journals, including 7 papers collected by SCI and SSCI, and 8 books or translated works. The Center brought up 16 master’s degree students and 2 postdoctoral researchers, and completed one project initiated by the National S&T Support Program and one by the National Scientific and Technological Infrastructure Platform. RCISM is currently working on 7 projects initiated under the National Natural Science Foundation of China and the National Social Science Foundation.
Conduct statistical analysis of Chinese papers; analyze Chinese papers’ collection and citation by SCI, Ei, and ISTP; make statistical analysis of the Chinese papers published in the source journals for China S&T Papers and Citations Database, and publish the statistics on an annual basis; prepare and publish the report of Chinese S&T paper statistics and analysis, providing fact based data to S&T activity management.
Evaluate Chinese S&T journals. Evaluate Chinese S&T journals using 20 indicators, including journal impact factor and total citations among others; screen the source journals, or core journals, for Chinese paper statistics; and publish the report of Chinese journal citations (“core journal” edition).
Work on the disciplinary capacity building of scientometrics; conduct the theoretical and methodological study of scientometrics; and conduct the applied research on S&T output evaluation and personnel evaluation, providing support to the decision making at government agencies, including S&T authorities.
Take care of the day-to-day operations of ISTIC-THOMSON REUTERS Scientometrics Lab; advocate extensive domestic and international cooperation in the area of scientometrics, promoting the development of scientometrics.
Work on the disciplinary capacity building of Information Science; conduct the theoretical, methodological, and applied research of Information Science; conduct the theoretical, methodological, and applied research of competitive intelligence, intelligence techniques, and knowledge organization, focusing on competitive intelligence studies for wind energy industry; and prepare the annual report of competitive intelligence in wind energy industry, providing evidence to the decision making and development of the industry.
Take care of the day-to-day operations of China Society for Scientific and Technical Information; and promote innovative S&T information activities across the country, through sponsoring S&T information seminars and theme forums.
Take care of the day-to-day operations of the Association of the Management of Scientific and Technical Achievement of China, and China Consulting Association, as authorized by the two organizations.
Publish the journals “Journal of the China Society for Scientific and Technical Information” and “PopSoft”.
