The Resource Sharing and Promotion Center is designed to study the theoretical and practical issues concerning S&T resource sharing and management, and to enhance the development of S&T information resources in the public domain and relevant services. The Center also has mandates to carry out major policy studies concerning national S&T research resources management, and to provide quality services for government departments, sectors and enterprises in aspect of S&T resources sharing.
There are currently 23 staff members in RSPC, assuming the work of research, administration and consultation. Among them, 10 people have senior professional titles, and 6 are doctorate holders. RSPC enrolls 3-4 Master’s degree graduate students and accepts 4-6 postdoctoral fellows on an annual basis, with a total number of 10 of them altogether at present.
During the 11th Five-Year Plan period, RSPC has published more than 100 papers in major domestic and international journals, of them, some 40 papers have been indexed by renowned international academic databases, including SCI, EI, and ISTP. RSPC was granted one software copyright during the period. RSPC has also developed a range of specialized databases, covering high caliber Chinese S&T talents, public-funded R&D projects in China, prime science data catalog, major research centers in the world, with 8 million entries in total. The Center has successfully applied over 20 research projects funded by the Key Technologies R&D Program, National Soft Science Program, Program for National Science and Technology Infrastructure Platform, National Social Science Foundation, and by some provincial governments.
Promoting the disciplinary development of information resources management; conducting theoretical and methodological studies in the areas of S&T information resource sharing, information quality management, information integration technology, and S&T resources distribution.
Developing public S&T information databases and service platforms, covering high caliber S&T talents, public funded R&D projects, prime science data catalog, research centers in the world; and provide information services to decision makers, research institutions and the scientific workers.
Conducting in-depth data-mining and analysis of information on public S&T management, and providing theoretical ground and decision support for the optimal distribution, effective management and efficient utilization of S&T resources.
Conducting research on policy and governance issues of research integrity; collecting and disseminating information and research findings related to research integrity; and promoting the establishment of credit system for R&D institutions and professionals.
Establishing and maintaining an academic exchange and cooperation platform featured with information resources management and S&T resources sharing, through the carriers of an international conference-COINFO and an academic journal-China S&T Resources Review.
