The Center for Science and Technology Studies (CSTS) is created to provide fact-and-data-based decision making support to government agencies, research institutions, and industry. CSTS is made up of five research divisions, covering science and technology policy monitoring, key technology studies, S&T policy and management studies, S&T evaluation, forecasting and modeling, and knowledge management.
CSTS has a staff team of 50 researchers, covering the fields of science, engineering, economics, management, agriculture, medical science, and law. Half of the staff members possess senior professional titles, and 16 members are master’s or doctoral degree holders. The Center has 13 senior professionals who are qualified to be master’s or doctoral tutors. Each year, CSTS would produce 8-10 master’s students, and 2-4 postdoctoral researchers. The post-doctoral researchers and graduate students who are currently working or studying at the Center approached 20 in number.
Chinainfo Network, developed and operated by CSTS, has covered 29 S&T information institutes at the provincial level and some S&T information institutes at the prefectural level. It raises the visibility of S&T information system in the public by demonstrating the research findings derived from member institutes, either through newsletters or through research reports, which effectively promotes the collaborations and findings sharing among the S&T information institutes across the country. ISTIC patent database, developed by CSTS, has collected more than 6.7 million entries of U.S. patent information, and 1.9 million entries of Chinese patent information. CSTS has also created a range of special databases for nanotechnology, solar energy, electric vehicle, biomass energy, 3G technology, and life sciences. The S&T policy and innovation database currently under construction has collected more than 6,000 entries, and is able to monitor and collect the needed data from 50 websites across the world, thanks to software integration. In addition, CSTS has established the ISTIC-MI Joint Research Center and the ISTIC-CNCIC Joint Research Center, in collaboration with MI and CNCIC. During the 11th five-year period, CSTS has been finished more than a hundred projects, which resulted in the publication of some 350 papers in major domestic and international journals. CSTS is currently working on an array of projects initiated by the National Natural Science Foundation, National Soft Science Research Program, S&T Infrastructures Program, contracted programs entrusted by Ministry of Science and Technology and other central government agencies, Postdoctoral Science Foundation, National 973 program, and UNESCO Participation Program.
Science and technology policy monitoring: track and analyze major scientific and technological developments and associated issues at home and abroad, including international S&T development, strategy and policy, S&T management, S&T system, S&T planning, S&T expenditures, and S&T personnel; conduct international S&T cooperation and science diplomacy studies.
Key technology studies: conduct the systematic study of the status quo and development trends of major S&T fi elds, including biotechnology, energy technology, marine technology, Chinese medicine, information technology, nanotechnology, advanced manufacturing technology develop patent databases and work on patent analysis in line with S&T development strategies.
S&T policy and management study: Conduct research on S&T development strategy, macro-management of S&T activities, and S&T system reform, providing information support to government decision-making.
Science and technology evaluation, prediction and modeling: study the theory of futurology and associated application, sustainable development, S&T development assessment, industrial S&T competitiveness evaluation, regional innovation evaluation, popular science statistics, and innovation/development evaluation at the provincial, municipal, and sectional levels, in line with the disciplinary capacity building of futurology; study China’s sustainable development issues through system dynamics models.
Knowledge management: establish a knowledge platform dedicated to S&T policy and development strategy studies; enhance the capacity building of global S&T policy and innovation databases and China info Network, and take care of their day-to-day operations.
Publish the following publications: China Soft Science, High-Tech Newsletter (in both Chinese and English), Global Outlook of Science, Technology and Economy, Science and Technology courier, Key Technology Review, Global Review of Science and Technology Talents, Global Review of Science and Technology investment.
Assist the daily operation of China Soft Science and Technology Council.
